International consultancy services
Qualifications Scotland has decades of experience in education and training, qualification standards and development. We have provided a range of consultancy services to governments, donor agencies, authorities, universities and colleges around the world.
We work directly with governments, or with agencies such as the EU, World Bank, and British Council, amongst others, to deliver TVET consultancy, standards development, framework development, capacity building, and qualification design.
As Scotland's national awarding body, we support learners across Scotland, the United Kingdom and internationally, helping to support the Scottish Government's International Strategy.
Who we are
As part of the Scottish Government’s education reform programme the Education (Scotland) Act 2025 established Qualifications Scotland as the replacement for the Scottish Qualifications Authority (SQA). Qualifications Scotland began on 1 February 2026, starting a new era for the delivery of qualifications and assessments.
What we do

Technical and vocational education and training (TVET)
With the knowledge, delivery capacity and technical resource, we seek to understand and create a solution to meet your current and future needs. We use best practice methodology, and a deep understanding of the vocational education landscape, to review the current situation, develop occupational standards, qualifications and curricula, and offer guidance and support in developing systems for accreditation.
Standards development
We develop and implement occupational standards to measure occupational competence. Developing the required standards against which learners will be assessed, identifying training and development needs of staff, and validating the standards against national models.
Framework development
As a founder member of the world's first qualification framework, we develop the framework you need. Guiding you through options, evaluating impact, strengths and risks, and benefits to stakeholders. Undertaking a mapping analysis of quality assurance models and providing advice on training and capacity building.
Capacity building
Building institutional capacity to provide governments with the policy and strategy frameworks to implement educational reforms. Providing advice and action to build sustainable educational frameworks, skills infrastructures, support systems and human resources.
Qualification design
Helping you to develop your own recognised qualification. We use our experience and expertise to develop high quality, flexible and relevant qualifications, that recognise the achievements of learners, are credit rated and provide clear pathways to further learning or employment.
